Bald Eagle-Otter Lake Regional Park

Located at 5750 Otter Lake Road in White Bear Township, this Ramsey County-operated boat ramp provides access to Otter Lake, a quiet water body suitable for kayaking, canoeing, and recreational boating. To reach the access, travel north on Highway 61 to 120th Street, turn left at the stoplight, then left again onto the west frontage road—the ramp is approximately one-half mile south of 120th Street. Note that this is a small facility and may have limited capacity for larger boats.

The park offers a fishing pier on the south and east side of the lake for shore-based anglers, plus additional amenities including a swimming beach and picnic areas. The broader Bald Eagle-Otter Lake Regional Park features 4 miles of paved trails for hiking and biking, making it a good option for a full day outing. For paddlers exploring the broader region, the nearby Mississippi National River & Recreation Area offers 72 miles of scenic water access with quieter stretches suitable for canoeing and fishing, located just south in the Minneapolis area.
