About This Access Site
Black Otter Lake is a 78-acre lake in Hortonville, Outagamie County, offering public access via a boat ramp located mid-lake on the north side of Emmerson Airline Road. The ramp provides convenient launching for kayaks, canoes, and motorboats. A park office and bait shop are located on the south side of the road for any supplies you may need.

The lake has a maximum depth of 9 feet with steep-sided banks lined with riprap in many areas—something to keep in mind when navigating close to shore. The relatively shallow, sheltered environment makes it suitable for paddling, and the lake supports a healthy population of panfish, largemouth bass, and northern pike, making it popular with anglers. The Otter Lake Water Commission manages the property, and the public landing ensures reliable access for recreational boaters and paddlers.
