Captain Coupe Park is a small county boat ramp located in Coupeville offering access to Penn Cove and the surrounding waters of the Salish Sea. The facility features a boat launch, limited parking (approximately 4 spaces), and overlooks the historic waterfront. The ramp is open year-round and provides access to public tidelands extending into Penn Cove and toward Oak Harbor. Daily launch fees apply ($5 for residents, $15 for non-residents).
This is a modest facility in a residential area with limited amenities, making it best suited for paddlers and boaters familiar with smaller access points. The protected waters of Penn Cove are ideal for kayaking and canoeing, especially during summer months when conditions are calm. The site's location near Ebey's Landing National Historical Reserve and Protection Island National Wildlife Refuge offers excellent opportunities for exploration. For those seeking additional facilities or camping, Fort Casey State Park (operated by Washington State Parks) is nearby and offers campground options with reservations available online.
