Located off County Road 88/295th Street East in Cannon Falls, this northeast access point serves as the primary gateway to 1,368-acre Lake Byllesby. The site features a boat launch facility operated by Dakota County Parks & Trails Department and is part of the Lake Byllesby Regional Park, making it an excellent option for kayakers, canoeists, and motorboaters. The lake reaches a maximum depth of 50 feet and offers scenic paddling opportunities throughout its expanse.

This access area is well-developed for recreational use, with amenities including picnic areas, a swimming beach, and portable toilets on-site. The Upper Lake Area features an additional shallow-water boat launch, which may be particularly useful for kayaks and canoes. The site connects to the Mill Towns State Trail via a bridge over the Cannon River, adding hiking and biking options for those combining water and land activities.
