P-28 Access is a public boat ramp located in Panora on the Middle Raccoon River in Guthrie County. The site features a concrete boat ramp and parking area, making it a convenient launch point for kayakers, canoeists, and motorboaters. This access is part of the Middle Raccoon River Water Trail and serves as the third access point on Route A of the trail system.
This access is strategically positioned between two other public launch points: 5.3 miles upstream from Lenon Mill Park Access and 3.2 miles upstream from the 2nd Middle Raccoon River Access. The spacing of these access points makes P-28 useful for planning multi-day paddles or shuttle trips along the Middle Raccoon River. The concrete ramp and developed parking area indicate this is a well-maintained, user-friendly access suitable for various watercraft and skill levels.
