About This Access Site
Payne Lake in Theresa, Jefferson County is a 150-acre lake with a maximum depth of 15 feet, offering a peaceful paddling destination in scenic upstate New York. The New York DEC maintains a concrete hard-surface boat ramp adjacent to Theresa-Oxbow Road, approximately 1 mile west of the hamlet of Oxbow. The ramp provides accessible access and includes a dock suitable for launching canoes, kayaks, and small motorboats, with a 10 hp motor limit in effect.

The site offers limited parking on both sides of the ramp but has no on-site amenities. Cell service is spotty in the area. The lake is popular with anglers targeting northern pike, largemouth bass, and tiger muskellunge, and receives annual brook trout stocking. This is an ideal spot for paddlers seeking a quiet, scenic lake experience in a remote location.
