**Location & Facilities**
Penn Cove County Park (North) is a small Island County facility located in Oak Harbor on the eastern shore of Penn Cove, off Penn Cove and Scenic Heights Road. The 1-acre site features a boat ramp, dock, and limited parking (approximately 4 vehicle spaces). The launch provides year-round access to public tidelands extending north toward Oak Harbor and west into Penn Cove, with scenic views overlooking Saratoga Passage and the historic town of Coupeville.
**Paddling & Boating Opportunities**
This launch serves as a convenient starting point for exploring Penn Cove's sheltered waters and adjacent Saratoga Passage. The location offers access to nearby attractions including Ebey's Landing National Historical Reserve and Protection Island National Wildlife Refuge, making it ideal for day trips and scenic exploration. Parking passes are available (with limited online options for annual passes; day passes may be available at the launch). The modest facilities and small parking area make this best suited for smaller groups and paddlers seeking quieter water access.
