Portland Mills is a scenic, low-traffic boat ramp located at Raccoon State Recreation Area on Cecil M. Harden Lake, straddling the Parke and Putnam county line near Greencastle. This access point is **designated for non-motorized watercraft only**, making it ideal for kayakers and canoeists seeking a peaceful paddling experience. The ramp offers easy launch access to the lake and Big Raccoon Creek.
