The Otter Lake Boat Ramp, located within the Panacea Unit of St. Marks National Wildlife Refuge in Wakulla County, provides public access to Otter Lake and Apalachee Bay. This saltwater ramp is one of the refuge's most popular launching facilities and can accommodate up to 90 boat trailers, though capacity fills quickly during peak seasons, especially during scallop and fishing season. A floating dock is available for loading passengers and supplies without blocking the ramp. The launch is free to use and situated in an area rich with saltwater marshes, tidal creeks, and estuarine habitats.
The recreation area is located off US 98 in Panacea and includes picnic shelters and restrooms. Small motorboats are limited to 10 horsepower or less on Otter Lake itself, making it ideal for kayakers, canoeists, and paddle-powered vessels. The site provides excellent access to the refuge's unique coastal habitats and numerous fishing opportunities along Apalachee Bay and the surrounding waterways. Given the facility's popularity, arriving early is recommended to secure parking, especially on weekends and during favorable weather or fishing conditions.
