**Location & Access:** The Upper Tolt access point is located near Carnation in King County, accessible via Entwhistle Road (which becomes Tolt River Road) approximately 4 miles north of town. This is a **hand-launch only** site with no developed boat ramp. Note that much of the upper Tolt watershed is private land accessible only via Hancock pass; confirm access permissions before your trip.
**Facilities & Amenities:** This is a minimal-development access area with a small parking lot but no ADA facilities, restrooms, or formal amenities. The site is open year-round and supports summer paddling, fishing, and nature observation. A convenient take-out is located approximately half a mile south of Carnation where Highway 203 crosses the river just before it joins the Snoqualmie River.
**Best For:** Hand-launched kayaks and canoes. This access point works well for paddlers looking to explore the upper Tolt's less-developed character. Be prepared for a natural, undeveloped experience with limited facilities, and plan your take-out at the Highway 203 crossing in advance.
