The Moonshine Gate boat ramp, accessed via Willingham Loop on the east side of Lake Kemp, offers a two-lane concrete launch suitable for kayakers, canoeists, and motorboats. This ramp is notable for remaining functional at lower water levels compared to other launches around the lake, making it a reliable choice during dry periods. Parking is available but limited, with gravel lot accommodations.

Lake Kemp spans 15,590 acres with a maximum depth of 53 feet and provides ample space for paddling and recreational boating. Be aware that a $15 per person gate entrance fee applies to access the lake. Water levels are an important consideration—most ramps around the lake become unusable when water drops three feet or more below normal elevation, though the Moonshine Gate ramp remains among the most accessible options in such conditions. The lake is located north of Seymour off US 183 in Baylor County.
