SCOUT EVERYTHING FIRST Phelps is a really cool creek to run after a heavy rain. There is a mandatory portage strainer about 1/4 mile downstream of the 20 ft. waterfall. Pioneered by David Fulcher and Mark Hammock. Contributed by David Fulcher
