Cottonwood Recreation Site offers a developed boat ramp providing access to the scenic Upper Salmon River near Ellis, Idaho, located approximately 14 miles north of Challis on Highway 93. This BLM facility features 13 campsites and two walk-in tent sites ($10/night), day-use areas with picnic facilities, potable water, and a dump station. The site is ADA-accessible with compliant restrooms and raised tent pads. A 14-day stay limit applies, and the facility is non-reservable.

The Upper Salmon River at this location is a major stream with significant volume and gradient. With an average flow of approximately 13,100 cubic feet per second and a gradient of 23 feet per mile, paddlers should expect moderate to strong current conditions. The river drops nearly 8,000 feet across its 345-mile length, making this a dynamic waterway best suited for intermediate to experienced boaters.
